Will leads DTSV as President/CEO, overseeing DTSV’s awards of federal contracts valued in the hundreds of millions of dollars. During Will’s tenure, DTSV has experienced significant growth in areas such as automated workflow system design and development and massive-scale document review and processing, which have become hallmarks of the company. Prior to joining DTSV, Will was Sr. Director of Enterprise Sales at Symantec Corporation, where he led an organization responsible for $100 million in annual revenue. Prior to Symantec, Will served as General Counsel of URLabs, Inc., a software company specializing in content management that was sold to Symantec Corporation. Will is a member of Young Presidents’ Organization and of the Virginia Bar. Will received his MBA and JD, cum laude, from the University of Pittsburgh, and his BA from the University of Virginia.
As Chief Financial Officer at DTSV, Melinda is responsible for all financial aspects of DTSV including financial analysis at both the company and project level, overseeing the corporate accounting staff, monitoring and reviewing internal controls and related policies and procedures, tax planning and working with the CEO and other corporate leadership on bids and proposals, mergers and acquisitions, and other special projects
Prior to joining DTSV, Melinda was partner at a large regional public accounting firm. Her 25 years of public accounting experience brings with it industry knowledge in government contracting, tax knowledge on both the federal and state level, and a deep understanding of the financial and tax impacts of various business decisions.
Melinda is a graduate of Old Dominion University, a licensed Certified Public Accountant (VA) and holds memberships in the American Institute of Certified Public Accounts (AICPA), the AICPA Tax section, and the Virginia Society of Certified Public Accountants.
As Chief Operating Officer for DTSV, Justin is responsible for overseeing the day-to-day operations of the company and executing strategic goals. He brings more than two decades of experience to his role and has extensive experience in building and leading teams, business growth, personnel and contract management, and financial management and planning.
Justin's primary focus is building, nurturing, and maintaining strong, long-lasting relationships with clients and his team to produce real results that solve the most complex problems. Throughout his career, he has had the opportunity to direct portfolio management (P&L), contract and program execution, financial management, systems concepts and analysis, client requirements gathering, the system development life cycle, as well as business and proposal development. This breadth of experience equips Justin to simplify highly technical ideas to guide candid discussions with clients and find the right solution to accomplish their goals and objectives.
Justin has held various leadership and management roles of progressing responsibility in both large and small organizations in the Defense and Security sectors. He holds a B.S. in Information Systems Management from the University of Maryland, Baltimore County, and a M.S. in Engineering Management from The George Washington University.
As Director of Operations, Kristen provides oversight and administration for DTSV’s current contracts and subcontracts and assists with the development of new business and business partnerships. She brings over 20 years of professional experience and progressively responsible management experience in U.S. Government document management and production environments.
Prior to joining DTSV, Kristen worked as a senior manager at three high-volume document processing sites: the Department of State’s (DOS) National Passport Center (NPC), the National Passport Information Center (NPIC), and the DOS New Orleans (NO) Passport Agency. In early 1999, she established the NO contractor passport operations, which grew to encompass over 100 full-time employees. As Director of Records Management (RM) for over four years, she managed over 30 contracts and 200 employees providing records management, call center, and library services. She also served as the Project Manager for a multi-year contract to provide support services to the DOS, Bureau of Consular Affairs (CA), Visa Services Office (VO). She oversaw a 20-person VO staff which provided Security Advisory Opinion (SAO), immigrant visa (IV) waiver recommendation, and data entry/analysis support services. In 2007, Kristen transitioned into the Deputy Program Manager on a Department of Homeland Security, U.S. Citizenship and Immigration Services (DHS/USCIS) Service Center Operations Support Services (SCOSS) contract in Vermont and California to manage more than 1,000 employees providing comprehensive mail room and records management services through the processing of immigrant applications and petitions. Kristen later served as the Deputy Program Manager on a Department of Justice (DOJ) Mail Management contract. More recently, she served as a Director supporting multiple Citizen Services contracts to include the National Benefit Center (NBC) in Lee’s Summit, Missouri, and the SCOSS contract in Texas and Nebraska.
Kristen has served as a lead ISO 9001 internal auditor, earned her Six Sigma Yellow Belt, and attained her Project Management Professional (PMP) certification. She holds a Bachelor’s Degree in Government.
